I live and operate in Washington State USA. The law here only allows me to grow 15 cannabis plants total. So trying to actually breed new stable strains is a hard thing to accomplish. Ideally one needs to grow 100's of plants to really pull it off.

So I generally get seeds of a stable, and well loved strain, and produce those seeds. I have all seeds I produce grown out by my seed testers...I love you guys!

That way I can be sure they are stable, or at least producing plants that get the job done. If I have a substandard set of seeds, that do not produce the way I want, I simply cull them. I have culled many strains I have grown out for various reasons...I only want to sell the best of the best!
